Looks like it checks for valid Tax ID, rather than valid VAT number (https://www.oecd.org/tax/automatic-exchange/crs-implementation-and-assistance/tax-identification-numbers/South-Africa-TIN.pdf)
According to SARS VAT numbers should start with 4 and 9 digits after that.
